Paula M. Hart, P.E., LEED AP

Paula Hart is the Principal/Owner of Hart Engineering, LLC. Ms. Hart is licensed in civil engineering in both Missouri and Illinois. Ms. Hart holds a Bachelor of Science Degree in Civil Engineering from the University of Missouri –Rolla (now Missouri University of Science andTechnology.) She has coordinated multiple projects with owners, permitting agencies, teaming consultants, utility companies and contractors. Her experience includes the following areas of expertise:

Site Development - commercial and residential projects in the St. Louis Metro area on sites ranging from ¼ acre to 80 acres including parking lots, building layouts, and storm water facilities. Preliminary conceptual plans to permit and easement acquisition. Projects included storm water detention and water quality design.

Transportation – private and public roadways, new, mill and overlay roads and widening roadway projects. Projects included water quality components, rain gardens, and permeable pavers, as well as sidewalks and trails.

Utilities – MSD storm and sanitary sewer design, utility projects, and coordination on numerous site development and transportation projects.

Community Involvement – Ms. Hart has contacted hundreds of homeowners during past projects, met with homeowners to explain and obtain proposed easements, assisted with public meetings for projects and presented to Planning and Zoning boards.

Sara Lesire, P.E.

As a member of the Hart Engineering team, Ms. Lesire brings a diverse background in civil engineering. She is licensed in civil engineering in the states of MO, IA, NE, CO, UT, MT, WY, VA, MA, and NY. Ms. Lesire holds a Civil Engineering degree from Southern Illinois University, Edwardsville.

Her experience includes the following areas of expertise: sewer design, utility coordination, cost estimating, field inspections, value engineering, code compliance, and civil infrastructure evaluation. She also has experience in site inspections, creation of design plans, infrastructure assessment, and has developed cost estimates and specifications.
